Well, I hope this helps someone...

Basically, go unlock the Heart Forge like everyone else tells you to do.
Do Nazjatar quests until you unlock the world quests there (Save A Friend is the quest) this is where I was lacking, I just unlocked Nazjatar until Magni showed up, then ignored it. This quest is like 3 quests past when Magni shows up.
IF Return of the Black Prince quest does not pop up (and all prereqs are complete), you can get it in Zuldazar, on the boat on the right when facing the port, by Nathanos Blightcaller and right next to Eitrigg, there is an envelope on the side of the boat just sitting there with a trivial quest, THAT is this quest (or at least it was for me).

I was losing my mind because no one knew where to find the quest other than "it just pops up", well this is where I found it because it definitely was not "just popping up" for me.

Edit: Just two more quests on this line (this one specifically Network Diagnostics) and Nyalotha was unlocked for me.
