This quest is mutually exclusive with Zanchuli Disbanded. When you have completed the questline to help rezan and the one where Yazma kills the spider you can pick up this quest. But you can only complete one of them and King or prey rewards more xp than Zanchuli Disbanded.

This quest didn't pop for me after completing "To Sacrifice a Loa." Anyone else have this problem?
I had this issue, too. It turns out that it was because I had Terrace of the Chosen as a breadcrumb already (which I had picked up earlier in the series somehow)

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- To Sacrifice a Loa
Rezan's power is fading. My usurpers have nearly completed their task. I have read of de horrors of Zul'Drak, and I have seen de results of dese acts. To think one of my own people would bring dis heresy here is... unimaginable. <Rastakhan snarls in anger.> Come!
After this quest
Taken from the storyline's own step order.
- Hunting Zul
Zul is pulling all of his forces back to his stronghold at the Temple of the Prophet. Rastakhan has sent word that he is marshalling an army in the Zocalo with anyone still loyal that can carry a weapon. Looks like the old king had more loyalists than Zul expected.
