This quest completely messed me up. I thought I was supposed to reach a certain point in Beastwarrens and then kill something or use the item. So I tried to get to the point on the map and I died 3 times. The fear is impossible to deal with. Even after reading comments here I still didn't get it.
The key is that as soon as you enter Beastwarrens (other end of bridge) you need to use the item you were provided when picking up the quest. This makes the fear not happen.

You should get the quest Rule 6 Addendum: Save Me At Any Cost while doing this one (it will be along the road leading to this area).
The mob you need for Rule 6 Addendum: Save Me At Any Cost is deep in a cave with a lot of mobs that you need for this quest. So be sure to head to the cave as quickly as possible so you can get both quests done as efficiently as possible.
Unfortunately you have to return Rule 6 Addendum: Save Me At Any Cost to the quest giver, so you won't be able to Cypher back to Ve'nari until you do that.
If you're ambivalent already with Ve'nari and don't see her with this quest, remember to do the Broker quest (interrogating you) at the Ring of Transference. Only Then, Ven'ari pops with this one.

What to do
Description
I have made a startling discovery, {name}. Do you recall how the captured agents of my cartel were taken to the Beastwarrens? The Mawsworn seem to think they possess a means of tracking me. And now, strange new runes empower the Jailer's hounds. Clearly, we cannot have that. This new cypher will grant you solace from the screeching in the Beastwarrens. Brave its caverns and secure those runes for inspection. If we are to counter their effects, I must know how they work.
