For anyone wondering how to get this follower on a boosted character, the chain skips A Hero's Welcome and goes straight to the quests at Embaari Village rather than starting with Yrel in your garrison.
I was trying to figuer out why i couldnt get this guy. Then i found a quest, Chasing Shadows.
