If you are here trying to find out how to get Rulkan ([follower=183]), you have to go to Prophet Velen and complete his quest line that comprises of: Into Twilight, The Clarity Elixir, and The Fate of Karabor. Velen will then give you Chasing Shadows. Immediately after completing Ancestor's Memory you get Rulkan.

SIDE NOTES: Velen's quest line leads to Bigger is Better! You must complete the side quests that came with Velen's, planting the explosives and getting Yrel out of the orc territory to continue on with it. Just make sure to pick up Fast Expansion from Scout Valdez before continuing on to Chasing Shadows.

Completing The Fate of Karabor will also open up the quest: Lost Lumberjacks, which will award you: [follower=182], you'll find the Lost Lumberjacks quest back in your garrison once you make your way back there.

If you boosted a level 100 character and you're looking for 'all' of the followers you're missing.. yeah that is me too..

You are going to have to do intro quests in order to get to the follower to unlock them.

With Rulkan, you'll have to do the initial quest in Embarri Village..
Dark Enemies
Closing the Door
Think of the Children
You'll get In Need of a Hero (put out the fires)

You'll then go to Teluuna Observatory to turn in the quests. You'll then have to complete

Shadows Awaken.

Then you'll receive Into the Twilight which will allow you to pursue this set of quests to get to Rulkan.

Description

Not all of the Shadowmoon orcs followed Ner'zhul's alliance with the Iron Horde. Among them, there is one orc whom I befriended many years ago. She may be able to tell us more about Ner'zhul's plans for this "Dark Star." She can be found at Exile's Rise to the northeast. I will send word ahead so she expects your arrival.
