TheWoWDBJaina Proudmoore gives you this quest when you hit exalted with the Kirin Tor offensive. You have to kill Lei Shen, the final boss of the Throne of Thunder raid, to charge the staff she gives you.
PresumablyThis can be done in any difficulty, including LFR (now open!).However, the final "Pinnacle of Storms" LFR raid does not open up until April 16th, 2013.The spot on the map for the quest is just where the raid entrance is.
Once you kill Lei Shen, don't leave the instance right away! Go to the middle of the room and click on the staff to get the quest completion. Finally, head back to Jaina and you're done.

It all has to do with the lore, the Alliance takes the last of Lei Shen's power to prevent it landing in the Horde's (specifically Garosh's) hands. While the Horde steal the life blood (Animus) for their benefit, and since its the Sunreavers hopefully it as well will be used against Garrosh.
It's interesting to note the Horde equivalent of this quest Life Blood only requires you to kill the 9th boss in Throne of Thunder, not the final boss.

It is rumored that the Thunder King's power comes directly from a hidden source within his palace. Even when he is defeated a new tyrant, Garrosh perhaps, could still use this magic to a terrible end. That is unless we make the first move! Take my staff into the Pinnacle of Storms. Once Lei Shen has been defeated place my staff in the center of his dais. We will drain the rest of his power and make sure it stays in our hands.
Getting there
Inside the raid: Throne of Thunder
When Pandaria separated from Kalimdor many thousands of years ago, a veil of mist kept outsiders from discovering the newly-formed continent. The mists also hid a reminder of an ancient evil: Lei Shen's Throne of Thunder. During his rule, this fortress was the seat of the Thunder King's power.
