Not sure if its just unlucky, but it seems like it a low drop rate, killed like 8-9 guys and only got 1 so far :(

Just kill this NPC [npc=64970] and Shackles will drop. Best spot in the south, at the mine.

Look for the large chunks of Earth by the tree, Miners can be found throughout the Island by these.
The quest 'bubbles' on the map limit the area when in fact there are many scattered around.

Description

The Zan'thik employ a sizable force of... indentured labor. Yaungol are bound in special shackles which enhance and prolong the effects of sonic manipulation. It is this technology that allows the Zan'thik manipulators to command such large quantities of thralls to endlessly toil for them in the quarries. I would like to study these shackles.
