I got this upon landing in Thunder Totem - I am not a miner, but I suppose it is available to everyone as you can get the ore from the AH (and other sources) even if you are not a miner.
This quest can pop up in most of the world zones.
Reward for completion is +75 rep for the prominent faction of the zone where it spawned.Will often also reward 3x [item=124124].

Absolutely not worth the time or resources unless you need the faction rep.
