Quest NPC was not visible for me. When I completed the world quest "Assault on Thunder Totem," he appeared.
You can find [npc=98017] in Thunder Totem at 44.4 45.0 point, standing under a tent. If there is the world quest, you have to finish it to be able to see npc.

Description
I've made contact with a potential source of new enchantments down in Highmountain. The tauren of Thunder Totem command the spirits to imbue items with great power. Seek out an enchanter named Twaintail and see if he will share his knowledge with us. Taurens are known for their sharing... right?
