I have no idea, why the questlog say, it's recommended for 3 players. Maybe, because you can't solo the following quest(s), bur this one is easy. You just have to sit on the dragon and lean back. After a while, you land back at Altruis and the quest is solved.
If you were on a mount, when you took the quest, you can't complete it. Just remove it from your log and get it again, standing on your feet.

You can't be mounted when you take on this quest. If you are, nothing will happen. Dismount, abandon the quest and get the quest again. Soon as you accept the quest, you take off on the dragon.
I accepted the quest while on my fly mount landed. Then it appeared an error saying that I was already mounted and the quest was completed.

What to do
Description
To be my eyes will require some diligence on your part. Nethrandamus will take you through the Legion camps, but you must catalog everything that you see. Even the smallest detail that you may think to be inconsequential could be useful for our purposes. Primarily, I want you to note what structures are in the camps and what comprises the camps' defenses. Nethrandamus is ready when you are, {name}. Do not be afraid, he will keep you safe from harm.
