Edit: I did it in the water, no mobs fun fun fun
The area you need is the same 1 where you do the wq "Freeing the Taken" which requires you to release 4 prisoners.
It's probably easier to take the Waning Crescent / Evermoon Terrace portal and head to the area over the water north rather than taking the sanctum of order portal and having to work your way down to the area.
I did the quest at 47.64 personally but anywhere up on the terrace with the prisoners is fine.

Description
Never a dull moment! Well... perhaps this is not entirely true. I'm afraid I must ask you once more to return to the city to gather information. But this is not just any information - this is information extraction! I require specific coordinates to allow me to focus my teleportations with extreme accuracy. It will, unfortunately, take a bit of time to dig through the information once retrieved, but no matter. We have plenty else to do in the meantime.
