I can confirm stating of NarumiYanagi that you can get and complete quest at relativly low level (102). Easiest spot I found to get quest item is behind the rare called Ragemaw [npc=159504] in Azsuna.

I have it on my shaman, Maiyu who as of this posting is only lvl 102. If I remember correctly, I got it from a felslate seam behind Ragemaw in Azsuna. Was able to turn in The Felsmiths as well without an escort (though my guild offered) to the quest giver. There is a road you can follow that is generally safe. I didn't aggro anything til I went to get the flight path nearby. Now I'm just being lazy about the dungeon part of the quest line.
