I have several level 85 alts who have never set foot in Booty Bay, so I did some experimenting.
On one alt I picked up The Captain's Chest and did that chain through its end, Mok'rash the Cleaver. I never touched Message in a Bottle. When I completed it, I was able to pick up this quest. The quests in this chain granted reputation with Booty Bay and removed reputation from Bloodsail Buccaneers.
On the other alt I picked up Message in a Bottle and did that chain through its end, Mukla's Demise. I never touched The Captain's Chest. When I completed it, I was able to pick up this quest. The quests in this chain granted no reputation.
TL;DR: To become eligible for this quest, you can do either quest chain. If you're going for Insane in the Membrane, you would be better off with the Message in a Bottle chain.
When doing this quest be sure to kill "Good-Boy" Bruce, who is located right by the Bloodsail Correspondence, and loot Weather-Beaten Coin to start the quest An Old Sea Dog.

Description
You sure seem eager to work, matey. Not sure why some land-loving {race} {class} is offering help to the Blackwater Raiders, but I'm not going to turn you away. We've made Booty Bay our happy home away from the high seas, but word has it that the Bloodsail have some new plan cooked up. All me boys are too busy hitting the grog and looking for ladies! What I need is a scout. Check the cove just north of Booty Bay along the Savage Coast and see what you find.
