Balos Jacken is standing up above the stone ramp, before the few wooden steps.
He will turn friendly (green) when he gets enough damage. On your way out, watch out because the deserters will all still be hostile (red).

What to do
Description
It has been a struggle maintaining a presence in the marsh, but through strength of our resolve, we have been able to maintain several defensive watchtowers throughout the area. The latest information and scouting reports I have received indicate that a group of deserters has squatted in our abandoned tower at Lost Point, southeast of the inn. The local lieutenant seems to be Balos Jacken. See if you can get some information out of him. Be warned, {name}. He may be a tough nut to crack.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Before this quest
Taken from the storyline's own step order.
- Daelin's Men
Reddon... Redpath... Ah, here it is! Lieutenant Paval Reethe. Joined the Theramore guard along with most of the recruits that came across the sea with Lady Proudmoore. Enlisted with the marines of Kul Tiras at the age of sixteen. Distinguished service, promotions... Listed as missing.
After this quest
Taken from the storyline's own step order.
- A Grim Connection
I've spoken with Inspector Tarem regarding the evidence you gathered from the ruins of the Shady Rest Inn. He seems certain that the hoofprints and the shield you found there point to the Grimtotem clan of tauren.
