This quest is from an item dropped from a "secret" mob in the Dread Wastes.
In the Terrace of Gurthan, there is a location with an altar, a large, broken Mogu statue, and a red and a green rune.
The tablet at the altar reads
"Warlord Gurthan, master of beasts and conquerer of men, waits here.
He waits for the Earth to Lay before him as beasts once did.
He waits for the Sun to Kneel before him as men once did."
If you have two people, one of whom will /lay on the Green "earth" rune, and the other /kneels on the Red "sun" rune, a level 90 elite will spawn. Killing him will cause him to drop the quest starter, provided you have the ability to do dailies for the Klaxxi.
He summons adds during the fight and is of low-to-moderate difficulty at level 89.
This quest only appears to be available when the dailies are all at the Terrace of Gurthan.

Description
<Kil'ruk the Wind-Reaver defeated Warlord Gurthan centuries ago, but the mogu beastmaster's spirit continues to haunt the ruins of his old stronghold. Showing proof of your victory over this spirit may gain you favor in the eyes of the Klaxxi.>

These Mantid Elders are untouched by the corruption and insanity that has overtaken the remainder of the Mantid Swarm. They seek to work with the races of Pandaria to restore their Queen to glory.
