Dog is anything but. He is actually a Lion Seal. You need to summon him using the provided shell. You should make sure you summon him before arriving at a location, otherwise the quest doesn't seem to correctly register that you have 'taken' him to each of the following locations:
- The Silt Vents at 46,74
- The Wreck of the Mist-Hopper at 44,78
- The Whale Corpse at 39,78
Dog tends to be rather distracted around the wreck, rubbing up against it, so do any other quests involving him away from that location.

If you have problems with him "discovering" the areas, swim away from said area, de-summon him by clicking the shell and then re-summon him and swim back into the area. Worked for me.
I have journeyed through Azeroth since before the Cataclysm and left a trail of bodies in my wake. I have torn through the halls of Icecrown Citadel to strike down Arthas with my axes and looked upon the face of Deathwing as he died.
I am a Savior of Azeroth, but nothing will get me out of sifting through poop and walking the dog. T_T

What to do
Description
Dog ain't my "pet." He's a member of this crew, and my best friend. Saved my life more than once, you know. But I'm gettin' too old to walk him anymore, and he still needs his exercise. Take Dog for a trip around the shelf for me, would ya? He loves to swim through the hot geysers just southeast of the shallows. He absolutely has to... er... "leave his mark" on the dead whale at the far western edge of the shelf. Oh, and he'll want to visit our old shipwreck, too. He likes to reminisce.
