TheWoWDBFly to Stonehoof Watch flight point in Highmountain (59.2, 65.2), follow the path northwest/west across the bridge and up a small hill, then as soon as the rocky cliff on your right ends (56.5, 63.5), turn right and walk back east along the top of the rocky cliff. You'll see an owl totem and snowy path up the mountain to the quest area starting at 58.1, 61.5.
The tower with the Queensguard Captain is at 60.9, 57.1. The captain is on the third floor, patrolling on the outer balcony. It might be [npc=103757], [npc=104289] or [npc=104290], randomly chosen each time the world quest restarts. The stairs from the second to third floor are somewhat obscured by a wall when you fight on the second floor.
