Pick up The Home of the Frostwolves from Archmage Khadgar, after completing The Home Stretch.

1. The Home of the Frostwolves - (Video)
• After arriving in Frostfire Ridge, following the Tanaan Jungle (level 90) quests, turn in this quest to Farseer Drek'Thar at coords 40.8, 67.0.

2. A Song of Frost and Fire - (Video)
• Accept A Song of Frost and Fire from Farseer Drek'Thar.
• Follow Farseer Drek'Thar to coords 41.8, 69.6 and turn in the quest to Durotan.

3. Of Wolves and Warriors - (Video)
• Accept Of Wolves and Warriors from Durotan at coords 41.8, 69.6.
• Follow Durotan to coords 48.8, 65.2.
• Turn in this quest to Thrall at coords 48.6, 65.2.

4. For the Horde! - (Video)
• Accept the quest, For the Horde!, from Thrall at coords 48.6, 65.2.
• Click the [npc=67894] at coords 48.7, 64.9
• After Gazlowe comes through the portal, you can turn in this quest to him at coords 48.8, 64.9.

5. Back to Work - (Video)
• Accept Back to Work and A Gronnling Problem from Gazlowe at 48.8, 64.9.
• Click 6 [object=230527] flags in Frostwall.

A Gronnling Problem
• Kill 8 [npc=79529] while you mark trees in the area.
• Turn in Back to Work and A Gronnling Problem to Gazlowe at coords 48.8, 64.9.

6. The Den of Skog - (Video)
• Accept The Den of Skog from Gazlowe at 48.8, 64.9.
• Travel south to coords 48.4, 70.0.
• Kill Skog.
• Travel north to coords 48.8, 64.9 and turn in the quest to Gazlowe.

7. Establish Your Garrison - (Video)
• Accept Establish Your Garrison from Gazlowe at 48.8, 64.9.
• Travel southwest to coords 46.9, 66.3 and click on the Master Surveyor.
• After the cut-scene, travel east into your garrison, to coords 42.0, 55.0, and turn in the quest to Gazlowe.

8. We Require More Resources - (Video)
• Accept the quests, We Require More Resources, and What We Got, What We Need from Gazlowe at 42.0, 55.0., as well as The Ogron Live? from Rokhan at coords 45.6, 43.2.
• Pick up the [object=236916] at coords 54.5, 52.2.

What We Got
• Travel east to coords 41.2, 50.4 and speak with Skaggit, telling him to "Get the peons back to work."
• Travel north to coords 49.0, 17.0.
• Speak with [npc=86775] and tell him, "Gazlowe needs you."

What We Need
• Travel east to a cave at coords 40.3, 60.3.
• Follow the path down to coords 41.8, 59.0, and pick up 10 [item=111907] from the ground that you come across, also by killing/looting [npc=80174].

The Ogron Live?
• Defeat [npc=80167], located at 41.8, 59.0 and exit the cave.
• Travel back to your garrison and turn in the quest to Rokhan, at coords 45.6, 43.2.
• Turn in the quests, We Require More Resources, What We Got, What We Need to Gazlowe at 42.0, 55.0.

9. Build Your Barracks - (Video)
• Accept Build Your Barracks from Gazlowe at 42.0, 55.0.
• Travel west to coords 59.6, 46.9 and pick up [object=231012].
• Right click the blueprints, in your inventory.
• Go to coords 52.5, 53.1 and click on [npc=86016], and click & drag the Barracks to the large empty plot (see video if you are unsure what I mean).
• Follow Gazlowe to coords 57.6, 47.8.
• Click [object=232651].
• Turn in this quest to Gazlowe, who is standing next to you (in front of the newly constructed Barracks).

10. We Need An Army - (Video)
• Accept the quest, We Need An Army, from Gazlowe.
• Travel to your Garrison's Town Hall, and turn in the quest to [npc=79740].

Winds of Change
• Accept Winds of Change from [npc=79740] at coords 40.0, 54.4 (your garrison Town Hall).
• Exit your garrison, and travel northeast to a cave at coords 56.7, 62.6.
• Click on [npc=80577], located inside the cave.
• Exit the cave, travel back to your garrison Town Hall, and turn in the quest to [npc=79740].

11. Mission Probable - (Video)
• Accept Mission Probable from [npc=79740], in your garrison Town Hall.
• Click on the [npc=81546].
• After you click Next a few times in your Garrisons Mission window that pops up when you click the table, click on the mission [mission=2] and click "Start Mission" (located at the bottom center of the Garrison Mission window.
• Turn the quest in to [npc=79740].

I haven't seen this quest, it also doesn't show on the video above... Maybe it doesn't exist.

The quest is out of order. Have to do What We Need, What We Got, AND The Ogron Live? to get We Require More Resources to show up.
