If a Void Strike is up in the area when you go to do this quest, you can still get it done, but you have to go to the south side of the quest area where the void strike does not overlap with it. I found two [npc=247966]s there, which respawned quickly.

Description

Have you seen the encampments the naga have been constructing along our coast? Dreadful business. Not only do they menace our ships and disrupt our trade routes, but they might pose a real threat to Eversong's inland settlements if allowed to continue operations unchecked. Their arcanists are particularly dangerous. Dispose of them and our guests will be in your debt.
