As of TWW 11.0.2, the turn-in NPC is not showing up if you have started any of the TWW quests. There are some good notes on Warmage Silva's comment page, mentioning seeing Brann for the quest Adventuring in Khaz Algar. I haven't done this myself yet, but it seems to be the quest for alts to skip the zone intro if you have a main that has already done everything. Main might still be screwed though.
TIP on turning in the quest : when you stand outside at the tope of the steps in front of the archway in to the building where the archmage kadghar is look right and you'll see the question mark atop an NPC. I couldn't find this guy for two days.
