TheWoWDBIn case others are a bit stuck on this like I was as I didn't have the recipe to make these gloves when the WQ popped up. Complete the quest in the Tailoring chain Eye of Azshara: The Depraved Nightfallen to receive the reward of [spell=185923] so you can craft these gloves and complete this WQ.
This is my first post so hope it's as helpful as so many contributors on this site - as much as I enjoy trying to figure out how to solve a problem in-game, the help from these forums really does get me past a lot of blockers for a casual player like me who is usually way behind most others.

Has this WQ ever been seen; esp. on any EU Realms?
Just completed this. Rode into the area, automatically got the quest (like normal world quests). While just standing nowhere special, crafted a pair of the gloves, and got quest completion notification. Confusingly, unlike every other world quest, I didn't automatically receive the quest reward. After a bit of confusion, realized there was a new "?" icon on my mini-map. Sylvia Hartshorn. Turning the quest into her awarded the pattern and a tailoring skill point.
Since it's really not clear, thought I'd try to save others confusion. :)
