Confusing at first because it makes you think you need to find something or talk to the NPC, Sylvia Hartshorn, to get the Elixirs. That's not the case. You need to obtain them and turn them in to Sylvia Hartshorn.
As for obtaining the Elixirs, don't wrack your brain over it. Go to the AH. They were selling for like 60g each on my server.
Been waiting for a few weeks now and this quest still won't show...it's frustrating.
