I can see the world quest. I have completed the mask requirement, but I cannot finish or turn in the world quest. :/
Not sure if i am the only one but i have a character with the lvl 2 for this recipe but i can't see the lvl 3 quests. For a number of recipes and not just this one and i know the appear according to WowHead.
I advanced and got all the legion leatherworking quests done as well as Suramar mask as stated in another comment but nothing.
