So no one else makes the same mistake I did, the quest isn't clear, but you have to enchant a vellum. I didn't think of that and enchanted a cloak. Not that it wasted the mats, as I can use the cloak for myself, but it didn't do a thing for the world quest.
So, enchant the vellum, then I think, not sure as I'm out of mats, once you complete the quest, you can use the enchanted vellum on your cloak. If anyone can confirm that, it would be great. Thanks.

If you don't have Rank 3 of Enchant Cloak: Word of Intellect you will end up losing gold completing this World Quest based on the cost of mats on my server. You are using up Leylight Shards to do this enchant and getting Arkhana back. So if you don't need this world quest I would be leary of doing it as I value Leylight Shards over Arkhana in the current enchants that I'm doing. Prices here are based on my server at the time of this post.
