If the "Reach the D.R.I.V.E." step does not work, abandon the quest and try again.
I've had it fail if I jump off the platform after talking to [npc=227210], and got into the [spell=460013] right below her platform.Getting into the [spell=460013] outside the D.R.I.V.E. garage seems to work.
For the "Reach the D.R.I.V.E." step to complete, there needs to be a big circle with an arrow before the entrance to the D.R.I.V.E. garage.

Description
Alright. Before you go out and run somebody over let's make sure you know how to do it properly. We'll introduce you to the car, the D.R.I.V.E. service we offer, and how to drive it in style.
