If the "Reach the D.R.I.V.E." step does not work, abandon the quest and try again.
I've had it fail if I jump off the platform after talking to [npc=227210], and got into the [spell=460013] right below her platform.

Getting into the [spell=460013] outside the D.R.I.V.E. garage seems to work.

For the "Reach the D.R.I.V.E." step to complete, there needs to be a big circle with an arrow before the entrance to the D.R.I.V.E. garage.
