TheWoWDBAs of today it seems a bit bugged. I killed it several times, bot as the first tag and not, and got credit on the 6th or so kill. I was not the only one tagging, neither as a character or faction, so it seems bugged to me.

I think I might have figured out the problem: the Gulper has to be over water when it dies in order to spawn the pools, so if it gets kited out of the middle of the pool, it displays the weird "fleeing back to the pool at 1 hp" bug behavior.
If you're having trouble, try keeping the Gulper in the pool while you fight it.
(This is just a theory, anyone else who can give additional data is appreciated!)
If someone was waiting for him like me: he is not on the lake at the bottom.
There is another lake, road up starts at/way 54.09, 27.22and then a little bit to the right, you will see him.

Description
The Bubble-eyed Rolly used to be plentiful in the nearby pond. Last week they all started to vanish! A large water elemental has been swallowing all the fish! They are still alive, just swimming around inside the elemental now. I need you to kill that elemental, and catch three Bubbly-eyed Rolly so I can examine their condition.
