After you pick up this quest, leave the Chamber of the Heart, take the portal back to Zul'dazar and then inside of the portal room look to the left and there is a new portal to Nazjatar.

I had Warmode on and didn't see where to turn in. Either alliance killed him or the area is bugged with warmode on.
I turned it off and he re-appeared.
