During the Early release I talked to Lady Liadrin before I turned in the Quest as she had a "Stay and Listen" moment. When the dialog was done, Zul'jarra went away. I flew off the mountain and came back and she reappeared, If that don't work I am sure what Kabookiejoe said works as well (Log out and Back in)

If she doesn't appear when trying to turn in quest, log in and out and should be fine

Sadly you have to fly to reach the questgivers.
You can do it with skyriding by just mounting up, hugging the mountain and spamming the jump key.

Description

<Zul'jarra's brow furrows and her lip curls as she looks toward the temple.> When we lit de last shrine, some of de eagles returned to de temple. It could be a sign. <Zul'jarra scoffs.> Or de eagles are movin' in after de gnarldin started movin' out. When we get to the temple, all we gonna find is silence. Just like always. But we still gonna try. We should go now and present an offerin'.
