Delegating on Draenor is a quest for level 10-40. It is step 9 of 12 in the Foothold in a Savage Land storyline. It rewards 5,450 experience and money. Completing it counts toward 1 achievement.
There is more work to do on Draenor than we can possibly handle by ourselves. We need to start delegating.
A group of night elves need a champion at Starfall Outpost.
Qiana is a perfect fit for this mission.

That quest will not work if the Addon Details is on. Turn it off ! (Não funciona com o Details ligado, desative o addon)
Narrowed issue down to "Details! Damage Meter" addon. At least in my case. I'm not sure what internal flag is being halted, but it appears to keep the tutorial buttons from showing when you first start your garrison missions. Disabled all other addons. Could consistently disable/reenable the addon & could see the the tutorial button just needing to be clicked, but with the addon running, no button. Thus the gray mission. Addon is up-to-date, but sent over a copy of this note for a possible fix. (should not even be a thing since the addon has nothing to do with garrison missions lol)
For anyone silly enough like myself to send Qiana on another mission that won't end for hours before you do this quest, you can pick up another follower from other sources, and come back to send them on the mission instead, allowing you to complete this quest without waiting for Qiana's mission to finish. I flew over to Ashran and picked up the follower Fen Tao just outside the town hall there for free, and used him to complete my quest, rather than waiting 4 hours for the other mission to finish.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
Quests whose map markers the client places closest to this one on Lunarfall, nearest first. Distances are straight lines between the markers.

Taken from the storyline's own step order.
If we are to win this war we are going to need more than foot soldiers. We need champions. Qiana Moonshadow's performance in Tanaan and Eventide Landing was quite impressive. Perhaps you should speak with her about taking on a greater role in the battle against the Iron Horde.
Taken from the storyline's own step order.
Commander, we are running low on supplies. Maybe we can salvage materials from that ship you arrived on? At the rate folks are coming through the portal we are going to be out of everything by sundown... or moondown? I'm still getting used to this place.
