Shelly is outside the garrison walls up on the hill.
Also you have to learn the plans to complete the objective, not just pick them up.

Reported a bug , Shelly won't give any report when you click on the npc making this quest impossible to complete.
I beleave you cannot finish this quest if you have higher tear of garrison than the 1st level.

What to do
Description
So much work to do... I don't even know where to start. Making sure this garrison is operational is not an easy task. Shelly still hasn't reported back to me, my assistant Brightstone and her crew are who knows where, ugh... I'm so caught up I haven't even had time to check our cache for resources. If I were a mage, do you think I could use mirror images to do all of this at once?
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Pale Moonlight
We are getting strange reports of an orc attack on a nearby draenei settlement called Eventide Landing. I'm hearing these particular orcs are unlike any we have encountered before. They seem... sickly, and are pale in color. The locals could use our help, commander.
After this quest
Taken from a quest that requires this one.
- Build Your Barracks
I must say, commander, this garrison has really come along. We have enough materials, all we need now are the blueprints I drafted up and I can begin construction on your barracks. Hmm... now where did I put those blueprints?
