As of August 28th, this quest is fundamentally broken - the 7th Legion Sailor mobs only spawn one or two every five minutes, while you need 10 - and you're competing with a huge crowd of people all trying to be one of the first 5 to get a tag on a mob. I gave up at 3/10 after half an hour.

The two named high-health mobs in the area do NOT count for the quest quota, by the way, so don't waste your time on them.

Cleanup Crew is one of Zuldazar world quests and you can start it at Talanji's Rebuke subzone at 75.50 52.07 when it is active.
Kill 7-th Legion mobs in the area and collect [item=160703] from the ground containers.

What's the future like? (teasing :) ) 25th* Aside from there being a lack of mobs in the area, it's also an area with several (regular) quests & some players still leveling around there, like myself, with no clue that those few mobs are needed for a lvl 120 world quest that we lower players can't see & probably don't know about. I went around like a lightning bolt tagging & killing like normal... until I realized just about everyone else was 120 and looking at me like hungry wolves that just stole their food.
