Note that (unlike other quests unlocked through research) this quest currently does not appear to get marked on your map unless you actually travel to Pilgrim's Grace. It might be related to the fact that the quest giver (Elder Amir, located at 61.37 ; 51.55) also starts some daily quests.

Can confirm that the quest "The Lost Component" showed up immediately after turning in Judgment Call. I did NOT have to wait for a reset.

What to do
Description
After eons of tranquility, the Maw's influence has brought sorrow to Zereth Mortis. One of our acolytes, Tahli, has found it particularly difficult to process recent events. She left some time ago and has not returned. Will you check on her? She was last seen heading toward the ruins that are buried under the sands.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
