Strange that you get two weapons. Whatever you choose of the wand, mace or crossbow you still get a staff too. Can't figure out what the point of that is?

As it turns out, the mastiff is rather unnecessary to the quest. You can detect and kill the worgen without it.
Just did this as a level 4 Hunter and kept getting "Your pet is out of range" when clicking the ability to attract the Bloodfang Lurker. Finally abandoned and when I accepted again I and my pet were on the stairs above the quest giver. When I stayed near the hatch the ability worked, except for once when it said the target was not in the line of sight. If I strayed too far from the hatch and tried to attract the Bloodfang Lurker I would get the "pet is out of range" and would again have to move near the hatch to get it working again. Dismissing the mastiff you're given from the quest giver also makes the attraction skill disappear, so that wasn't a solution.

Description
He turned into one of them... didn't he? How do we even begin to fight an enemy that can do this to us? My father's arsenal's certainly a good start, I suppose. Worgen are hiding in the alleys ahead. Take one of my mastiffs to find them more easily. We're going to need to clear the way ahead if we're going to move these cannons above ground.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- The Rebel Lord's Arsenal
The arsenal Crowley speaks of is in the cellar of a building just west of here. It is unnerving that artillery was smuggled inside the city by my enemies, yet it might end up saving Gilnean lives today. Find Josiah Avery and requisition the rebel artillery. We will put the weapons to good use.
After this quest
Taken from the storyline's own step order.
- Message to Greymane
It's time, <name>. We'll take it from here. Tell King Greymane that my father's arsenal will be at his disposal. There's more than enough firepower here to blow the worgen from here to the north sea.
