TheWoWDBI got bugged on this and Alexander wasn't there to get the quest from. Poor Lucille was standing alone at the altar. Reloading the UI didn't fix it. Exiting the game entirely then coming back didn't fix it. Running far enough away to get out of the "sepia-toned" area and then running back DID fix it.
