Halting the Empire's Fall is a Horde-only quest for level 20-60 in Nazmir. It is step 3 of 3 in The Altar of Rot storyline, the final step. The quest's turn-in marker is in Zuldazar at 57.8, 44.4. It rewards 1,000 experience and money.

Description

Nazmir be havin' problem after problem, <name>. I not be knowin' how it can get much worse dan an Old God tryin' ta take over.

I be makin' me way back ta Zul'jan ta lead our efforts ta keep Nazmir safe.

Ya should return ta Zuldazar and let Baine know what be goin' on here. Maybe he be likin' dis here underrot, who knows?

I can get ya outta here and back ta Zul'jan, if ya be needin' it.

I can say that I wasnt getting this quest to finish the questline but then I actually finished "A Nation United" on the Alliance side, which gave a few achivments related to that.
After login in my Horde main, I discovered that I was offered the quest to finish Nazmir and Voldun. The very last of both, where you go to Zuldazar and inform Baine.
My reputation was Revered with everyone but the Tortollans.
Something is deffo wrong on the Horde side.

To note on this quest, Rokhan wasnt were the pin is in the map but just outside of the Underrot entrance, by a dead troll body and the Meeting stone.

Speak with [npc=137113] and ask him to fly you back to Zul'jan ruins, then take windrider and fly back to Dazar'alor Zuldazar.
Baine Bloodhoof is near the map in the Great Seal of Dazar'alor.
