Zuldazar is a Horde-only quest for level 10-60 in Zuldazar. It is step 6 of 81 in the Unrest in Zuldazar storyline. The quest's turn-in marker is in Zuldazar at 57.8, 44.3. It rewards 1 reputation reward, 1,000 experience and money.
King Rastakhan is an ancient ruler who is not quick to trust new allies. We must earn his trust if we are to earn his fleet.
Zuldazar is the seat of power for the Zandalar empire and a good place to start in winning over these potential allies.

In case anyone else is having trouble just posting here that as of now in DF i cannot get this quest on at least 2 of my alts. I have completed the preqreq speaker for the dead quest and run each of the starter questlines from the table in the great seal but Talanji does not offer this quest. What is even more infuriating is that on my mini map i see the yellow exclamation point for this quest where it should be but cannot see it in the game--its phased somehow. There are a ton of other posts on wow forums/bug forums similar to this but apparently this may not get fixed.
Not entirely sure if this could be helpful, but I had a similar issue where I couldn't find or accept this quest.
After returning to harbour where you initially start the questline Nathanos was there, he didn't have a quest marker above his head nor was the quest displayed on the map, but did he give me a quest "Battle for Azeroth: Mission Statement" which kicked off rest of the story and allowed me to unlock WQ's.Just check back at the docks and interact with him.
Hope this helps!
