It seems that it can not be done until level 60 even though it says 8200exp award and supposed to be able to level with WQ. Perhaps I do not have the area unlocked properly. I just got here and level 53. Will update with further info found.
I was able to see this world quest on the map when my herbalism level was 20 + 10 (thereby reaching the minimum profession level of 25 through having the Herbalist's Spade in my inventory.
However, it wasn't until I reached base level of 25 before the quest items spawned (e.g. without the spade)Just in case anyone else levelling is stood there thinking "there are no herbs", like I did!
