TheWoWDBThis starts a short quest chain. From here you visit [npc=103485] to get Surveying Student. Luron follows you around while you do digs. Yes, as others have noted, the closest digsite, directly east of Thunder Totem, is densely infested with basilisks and can be a pain. (Or a boon for Skinners - tons of Stormscale!) You can go to other digsites within HM.
Next, you get Neltharion's Lair: Misdirected where you go to Neltharion's Lair and recover the Ancient Highmountain Artifact. When you turn that in the reward is [item=131733].
It's recently been fixed so that it should properly appear in your Collections Tab as an Heirloom! It also satisfies the Archaeology achievement Surveying the Land.
HOWEVER -- If you previously did this quest and got the spear and it shows in your Achievements it may not appear as an Heirloom. I was offered the Surveying Student quest a second time and was hoping that I would be able to also get the Misdirected quest and thus the proper Heirloom spear. As of this writing, there was no follow quest and no spear.

Description
Let's see, one... two... three... oh, hello {name}. Sorry I didn't see you come in. Things have been hectic around here. I could really use an assistant. I do have something for you though, a fellow archaeologist named Lessah has been asking for someone to help her in Highmountain. I thought you'd be the perfect person for the job.
