This quest is currently very brutal regarding just how few mobs spawn. I strongly suggest grouping up with as many people in the area as possible, as freeing the prisoners counts for all group members.
Just behind the Livery Outpost (on the North side) is what looks like a railroad track, actually the track for mining carts. You can follow that straight to the mine cave. Near and inside the mine, kill the mobs for their keys, then right-click on the ball-and-chain attached to the prisoners to free them. You need a key for each prisoner you free.

What to do
Description
We recently found out that the villagers at Emberstone survived most of the ravages of the Curse. Unfortunately their village wasn't as fortunate when it came to the Forsaken invasion. The Forsaken have taken the villagers prisoner and are forcing them to work the nearby mine as slaves.
Where to go

I thank you, <name>. We can't rest on our laurels, however. We found out about a mining town, currently under Forsaken occupation. We sent some of my men, along with Crowley's daughter to the nearby livery stables to begin operations there. Liam should be joining them shortly.
