Just behind the Livery Outpost (on the North side) is what looks like a railroad track, actually the track for mining carts. You can follow that straight to the mine cave. Near and inside the mine, kill the mobs for their keys, then right-click on the ball-and-chain attached to the prisoners to free them. You need a key for each prisoner you free.

Where this quest fits

Before this quest

Taken from the storyline's own step order.

  • Flank the ForsakenGilneas · Level 1-20

I thank you, <name>. We can't rest on our laurels, however. We found out about a mining town, currently under Forsaken occupation. We sent some of my men, along with Crowley's daughter to the nearby livery stables to begin operations there. Liam should be joining them shortly.

After this quest

Taken from the storyline's own step order.

  • Slaves to No OneGilneas · Level 1-20

I was one of the few that escaped, <name>. When the Forsaken took over our town and our mine, they treated us with utmost cruelty. Those of us who were weak and could not endure hard labor were worked to death by the abomination known as Brothogg.
