I'm surprised that no one said this, but it appears that Leryssa is the reason why there's a huge line at the recruitment table. She stole the recruitment ledger and according to the quest called Enlistment Day, the ledger being lost keeps Officer Blythe and Officer Carven from recruiting anyone.
I know that I'm stating the obvious, but it's a nice continuity.
