This quest causes you to be phased. It should be noted that ALL BOOTY BAY BRUISERS in Booty Bay will be level 35 non-elites for the duration of this quest, allowing you to kill the citizens of Booty Bay without fear of being killed.
This is very advantageous for those going for the Insane in the Membrane achievement (and also Avast Ye, Admiral!). Just AoE the Booty Bay people (the bruisers will still use their nets on you) and you'll get fast rep.
Also note that killing any of the pirates attacking Booty Bay will not affect your rep, so feel free to spam AoEs all over.

Everyone that wants to max out both the Bloodsail and Cartel rep to Exalted, do NOT grind your Honored rep during this quest, but continue. Made an overview on the [faction=87] comments.
I had started this quest to get phased so that it would be easier to farm Bloodsail rep. Once I got to honored (I'm going for the Insane Title), I went looking for the pirates south of Booty Bay to get the quest to get my Bloodsail Admiral Title. Upon arriving at the ship, the quest giver along with all of the other pirates would phase away. Because I was now hated with Booty Bay, I could no longer turn in this quest to try and ending the phasing.
I discovered that besides the ship in the Booty Bay Harbor, there is another ship out front of Booty Bay by the island with the large statue, that was not phased for me and had the quest/ quest giver I needed. Picked it up, did a few small things and got my Achev.
Hope this helps for anyone stuck wonder where to get their quest.

What to do
Description
Something is happening outside. Could the Bloodsail already be here? You'd better get Revilgaz his doublerum. Quickly.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Doublerum
<Baron Revilgaz sighs.> Even with all my suspicions about Firallon's plot, we aren't prepared for a full two-front attack between the Bloodsail and the Brashtide. It's going to take a small miracle to hold Booty Bay today. I've got a barrel of Doublerum in my chambers.
After this quest
Taken from the storyline's own step order.
- Prepare for Takeoff
I've got an idea, but it's going to involve some footwork on your part. As a goblin cartel, the Blackwater Raiders have a lot of explosives on hand. In fact, I know for a fact that our old friend Narkk keeps a case in the back of his shop, in the Old Port Authority.
