If you are looking for this quest to get the cooking recipe, know that you can't just walk up to Okuna and hope he has a quest for you.
1. First off, you'll have to obtain [item=122699], which drops from the murlocs hanging out around the North and West sides of Nar'thalas Academy.
2. This item begins the quest Bottled Up, which will send you to Lady Irisse.
3. Lady Irisse will then give you Infiltrating Shipwreck Arena, in which you find Okuna Longtusk.
4. Okuna gives you a series of quests, ultimately bringing you to Morale Booster.

What to do
Description
Things may look good from where you're standing, but, we're losing. However, do not fret, my little {race} friend. You can help. Listen closely. Ooka Dooker, Ooker's sister, is back over yonder in the champions' cave making her world famous Fighter Chow. It'll do the trick and boost our team's morale. All you have to do is to convince her to hand it over.
