In case it's not clear, click one of the foci, and when the green bar starts channeling, pull it to the next focus and click to connect them. Repeat for each focus until all three are connected and the portal opens.

When you enter the voidstorm for the first time for this quest
If you are a void elf you will get a special "buff" that stuns you in place called void infusion.
That happens only to void elves and is a very nice immersive touch made by blizzard

You need to connect/tether all 3 portals together, forming a triangle.

What to do
Description
Against all odds, we made it. I can open a way into the storm, but it will be a tenuous connection. We can only get a small team through the portal. We have no idea what awaits us on the other side. We must be prepared. I can use the Cynosure to bind us to Magisters' Terrace. If we need a quick escape, I can bring us back there. Come--help me calibrate this spell.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Magisters' Terrace: Homecoming
We know there's land inside the Voidstorm, through its massive portal. If we can reach it, we can take the fight to Xal'atath. I have found the key. It is a relic known as the Cynosure of Twilight. For ages, it has mystified us by revealing unreachable pathways to infinite unknowns.
After this quest
Taken from the storyline's own step order.
- A Matter of Strife and Death
Ha! A distant realm, crawling with vicious evil monsters? Just like old times. Alleria, Turalyon, and I faced a thousand years of war with demons in the far-flung realms. It is as simple a solution now as it was then. Kill or be killed.
