TheWoWDBTook a while to figure out what to do, click on the rig and then run backwards/away and the line will pop and drop whatever was at the end of it, after about four tries a barrel exploded and the grog appeared on the ground to click on and complete.

Hi all
[npc=127537] is giving that quest. You need to use [object=276243] 4 times to get [item=152667]. Every time you use [object=276243] move back with rope 10 yards.

A WORD OF ADVICE: You will be given an Irontide pirate disguise (extra action button) for the Dress to Impress, which allows you to do that one and several others, as you will be neutral to Freehold citizens. DO NOT DO Fairwind's "Friends" until you've done (and turned in) everything else in Freehold. When that quest is complete, you will lose your disguise! It makes it very hard to do the other quests or even just to turn them in, because you'll have to kill everything in your path! (Unless you're a rogue, I guess.)

Description
I'm out here tryin' to enjoy my break, but I ran outta hooch. Got some grog hidden in the water just off the dock, stashed in a crate tied up to some of the rigging. Do me a favor and fetch it, will ya? Rigging's pretty tangled so you might have to pull in a few lines before you get the right one. I'd do it myself, but if they see me they're gonna force me back to work unloadin' them new weapons.
