However, after leaving the area to do another quest and returning, I got full credit on my return without having to collect anything over again!

If you get all of the items for the world quest and it doesn't auto-complete, fly out of the area and come back and it will complete for you. Small bug. ;-)
This is fun. I collected all 20 of the quest requirements...
And still failed the quest.
This expansion releases in less than two months. With this many bugs at this point, I don't think it would be ready in two years.
