Oddly, I've clicked on eight [item=213157] but my quest tracker says I've collected five, and when I mouse over the flower it says I have three.

Edited to add that according to my chat log it took picking 11 lots of Ashenfold for the quest to register that I had collected the six needed. I can still mouseover/pick the flowers, my mouseover now says I have five out of six.
Likewise, for the quest Tools of Declaration chat log says I collected five, quest says I have three out of four.

Edited again to add - don't mind me, I am just not very smart! The world quest is also up so it's trying to track more than one quest with the same quest items.

Description

The Unbound have a symbolic ceremony of cleansing. We perform it before a shutdown. It is a symbolic process of purification. For it, we need to gather ashenfold, a flower that grows around the isle. We waft the smoke of the burned flowers through the fissures and cracks in our bodies to symbolically remove impurities. We are then ready to embrace our final moments. <Urtago looks at Korgran with a hand on her chest. Her face falls.>

    As Unbound caretakers, we have a tradition for when a master bequeaths their mantle to their apprentice. Figuratively, of course. To do that, Korgran will need a horn. He would then face me, blow the horn, and the sound signifies his passing the mantle of the Mourning Rise caretaker to me.
