I got it in Shadowplay. "Ancient Highborne Notebook <Most of the notebook is filled with notes from various magical experiments.> Once again my request for information on the process by which the weapon artificers in the Eternal Palace use to imbue their creations with power has been denied. I have already reached out to many of my contacts, but the identity of the artificiers is a well-guarded secret. It seems I will have to convince one of her handmaidens to let me study their weapon. <The book continues on, listing handmaidens of Azshara and the magical weapons they currently wield.>"
When I click on a book or when I talk to the npc, nothing happen but the progression is validated.

What to do
Description
This was once a place of great power. The highborne who lived here would host lavish parties, living in splendor. Zin-Azshari was once on the shores of the Well of Eternity and drew powerful mages from all over the empire to study here. I suspect, despite the many years at the bottom of the sea, there are still treasures and powerful artifacts hidden away here. Speak with the spirits that remain and see what you can find. There must be something to help us overcome the Guardian of the Tidestone.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Echoes of Pain
These spirits... they are the Highborne. They were those Azshara held close. Azshara often played favorites, but these people... they were her favorites. I do not know why their spirits are here. We should investigate further.
After this quest
Taken from the storyline's own step order.
- Help Them See the Truth
The information you have gleaned concerns me, <name>. These spirits cling to this place because they still, even now, believe in Azshara and her reign. She sold their lives to the void and they still believe in her. I know we have concerns that outweigh this, but I cannot leave them here like this.
