Empowering Trait Questlines
There are seven questlines, providing variation among roles and specializations. You can pick up this quest after earning 35 traits on an artifact weapon. The quest starts from
The Broken Shore: Investigating the Legion and Khadgar encourages you to find Mysterious Runebound Scroll from a random mob on the Broken Shore. Which gives you Legion Threat: Suramar and then Legion Threat: The Necromancer

[item=143494] can be found in the room on the second floor. Follow the stairs up and move to the room that left of balcony.
Note is on the table. When you pick it up, assassin appears, defeat her and bring the note back to Karam.

markets of the Underbelly to acquire the final reagents for the ritual.

On my level 48 (post-squeeze) lock the npcs that appeared on this and the next quest were skull-level, so that's something the devs forgot. He died quickly, and repeatedly, and the npc that's supposed to help you was useless.

Description

I know my brother has been misguided in the past, but I fear that he may have fallen in with an unthinkable evil. He recently began meeting in secret with a dark cult, hidden amongst the people of Dalaran. I travelled here to try to convince him of the error in his ways, but he would not be shaken from his course. Now, he has disappeared. When I last saw him, Raest was staying in a room upstairs. I was unable to find any clues there, but you might fare better.

    I have a request from an old friend, Karam Magespear, to help find his brother, Raest. Karam fears that Raest is dealing with dark powers, and wishes to stop him. Originally Raest trained with the Kirin Tor, but such were his aspirations of power that he turned to the forbidden art of Necromancy.
