As of launch. you can miss this quest if you don't complete it before some of the other quests in the area. When I first arrived, I took the quest, but finished and turned in other quests before completing Spell Bound. I had 7/8 of the objectives complete, but finishing other quests caused the area to phase. After that, I couldn't find the last objective to complete, so I dropped the quest to try again. Now it shows up on my map, but there's no actual quest giver.
Luckily, it doesn't seem like it's required to get the Fighting With Fire part of the zone quest achievement.
BUGGED: Quest ! symbol is showing on map however, not there at the location. Not even after abandon. Opened a ticket with Blizzard 12:51 PST 9/15/18 .
Free 8 captive villagers in Falconhurst by destroying Binding Runes.
