TheWoWDBThis quest becomes available when you reach Honored with [faction=1492] and hand in the quest Drive Back The Flame.
As the quest text states, you need to buy (at least) one [item=103684] from [npc=73306], and then ride to the Three-Breeze Terrace and use the [object=223203] that is right in the middle of the terrace.
After 4-5 seconds (during which you are advised to get back out of the terrace), a lot of Ordos yaungol will appear all over the terrace. These will be the same as the yaungol in the Ordon Sanctuary, including:

[npc=73666]While a group is not strictly necessary, it is highly advised you bring help. A ranged class with high mobility can make short work of the npc's (particularly with all the islands buffs), but others might have a harder time, and each of these npc's has abilities that will take roughly anywhere from 50% to 150% of your health.

As for whether the NPC's despawn after a set time or not at all, unsure. They do not despawn after killing the Archiereus, but neither do they respawn if killed before the Archiereus.

What to do
Description
Your efforts have driven back the Ordon and brought peace to the Celestial Court, but it will not last. It is time to silence the great emissary of Ordos - the Archiereus of Flame. Speak with Mistweaver Ku and purchase a scroll of challenge, then travel to Three-Breeze Terrace to the north. Issue a challenge at the challenge stone, it will undoubtedly catch the attention of the Ordon, drawing the archiereus out of the Ordon Sanctuary. It is your only chance.
